Reading the Mushaf (the books that contain only the Arabic text of the Quran with no additional notes on each page) requires the reader to perform ablution, just like performing prayers / salats. It is stated in verse 79 of sura 56 of the Koran: "No one can touch him except with ablution". This means that it is considered a negative action if you read the Quran in an inappropriate state. It is unethical to read the Qur'an without covering the awrah for either male or female. Therefore, reading Mushaf without the hijab is unethical and not allowed.

However, reading his translation, or tafseer or the Mushaf with translation has a different law. Since this type of text is not considered Mushaf, touching it does not require ablution and covering of the awrah. However, respect for the text is important because it contains a sacred text and not a normal text.
